Step 2: Examine the content to see if it is niche relevant, low in outbound links, d0-follow, and doesn't openly say it takes guest posts.
Step 3: Contact the mods or webmaster about guest posting. Many will say no, or that they charge. but some will say yes.
Step 4: If the site permits comments, check if the moderation is active or closes comments quickly. That should translate to the pages being low OBL.
