I have a question about dropshipping.

Is it possible to buy low from a somewhere and then sell high with a profit of about $20 or so and then advertise it on an cpa network , per per lead or conversion. Is that possible , splitting the profit with the cpa network and get a total profit of about 10$.

Its possible but not unless you got the money to make it work. My methods would involve millions in product acquisition, marketing, and campaign management.
