I have a idea YOUTUBE + CPA OFFER = $$$

I've a idea to monetize youtube using a cpa offer it's pretty simple it's just make a raffle of let's say 100 dollars and request your viewers that instead of buying a ticket they simply sign up for the offer and post a message but the thing is and I would like your help on that one is How would I track who actually signed up for the offer and who didn't? and I would need to find a really good cpa network that pays a reasonable amount just for the sign up
because they are some like the casinos that will only pay if your sign up actually buys something

Setup a landing page for people to signup for an account. Have a backend for them to fill out incentivized offers (look at scripts that already do this and 'confirm a green offer') Once they've greened the appropriate amount, have them click the 'enter raffle' and tell them the raffle is held every x days (multiple times a week would be ideal.) Make a video for youtube and pump it up to get some views. Alternatively you could set up a 'freebie site' and offer hot products like iphones, xbox 360, wii, ps3, psp, etc and have them have friends sign up for offers and they can either get $ or the prize for x amount of referrals. (Most of the people won't be able to get enough referrals for the big prize) So just make it to where if you're shelling out $25, you're making over that (with no possibility of getting zapped with chargebacks)
