Buy a six pack of beer and something to munch on, sit back relax and read all the journey threads, How to make money threads etc etc, then take action when you find something you think you have an interest in.
Probably not much help to you lol, but i dont think you'll be able to do much with $15
Although you do have a domain and hosting, thats a start. Maybe set up a wordpress site on your hosting account. You'll have to figure out for yourself what it will be about

Save up some money, don't invest into micky's property 'opportunities', read up on SEO & internet marketing in general from the forums and elsewhere and when you're done with that, providing you didn't invest into micky's property 'opportunities' (which usually end up with him having a party with three TS strippers and a rubber duck), you will know what to invest your newly saved money in.
I have a generic domain, it's kinda of like z e g t i c . c o m as an example, it doesn't relate to anything but it can be branded to a certain thing. zegtic content writing, zegtic web hosting etc.

My advice, get some cheap shared hosting, install WP, pick a niche then start writing 
Apply for adsense, make some $, think of a bigger project.
What kind of ideas do you have now?
Edit: My bad, I see you have hosting as well. Nothing to invest in, maybe 3 articles to get you started.

I was looking into this and I think I might outsource to odesk for really cheap. Are niche sites dead? Should I focus on semi authority sites?

$15 is only enough cash to purchase a couple of domains (with coupons at that), a hosting package, or a few pieces of content for your site. The way I see it, you only have two options since you already have a domain and hosting:
1. Buy a few articles to get the ball rolling,
or
2. Spend it on a vice of yours and write your own articles.

How about invest TIME in learning. How much are you going to pay ? $0.5 per hour ?
