Eh, somewhere in your terms it states the fee schedule so I can't really sympathize with you for staying with a bank that you knowingly can't afford? I don't use the banking side of Citi, but I use them for my main credit card and they are always friendly and helpful so I'm sure you can talk to them.
Like PHustler said though, banks will waive the fee if they are cool. My bank calls and checks up on me pretty often and since I'm a teen and they assume I'm poor and hopeless, the last time the lady called she said she was going to waive the fee for three months lol.
But if you don't have the income to sustain an account with a major bank, join a credit union like Maarchk said. A lot of them just require you to live in a certain state or county. Others require that you be employed by a certain company or be a member of a certain organization, so you may have access to those unions and not even know it.
