Do you already have a host, and are you part of any affiliate netowrks? If you do then buy a domain name, and work with that for a little while until you can build up some more cash....There are so many things you can do with little to no money....You just need to do some reading... I recommend that you do a lot of reading on here before you spend any money!
A typical web hosting company would charge you $60 + $10 for a year's worth of web hosting.
If you use discounts, you can get both for $40-$50, start a blog, write some stuff, use $10 to buy a couple of articles, use the "free $50 advertising credit" (if they work) and put an adsense code into the blog and hope it gains cash.
But that would be too generic, you have to do something unique. Try to experiment, don't waste money, but if it means you could find some nice technique, go for it.

I have no sites set up, no host, and i dont belong to any affiliate network. Basically I have only been doing grunt work for other people, and thats the extent of my blackhat experience..im thinking I should just get some pages up, and get accepted to some networks and start brainstorming for ideas to monetize them

take that $60 and get you some .info domains....they cost $1 each....and start e-whoring like crazy lololol then once you get that money flip that and do it again as well as some other things!!!!!!!!!!1
