I am sorry this happened to you, take it as a lesson and move on. There is money to be made in IM, I am sure you can make a lot of money in this industry.

As already mentioned another thing you can do is find a skill that is in demand and learn it, or outsource it and sell it. The learning part may take time but gives you more options.

Before purchasing anything get reviews through Google from different platforms, people always give you there opinions on this.
I don't think you'll get your money back but if you paid it through PayPal then just make a dispute so may be there will be chance to get your money-back.

Members of BHW share a lot of paid courses on here for free. If you need help or want to learn something, you can download them for free and start learning. Otherwise you could just read through all the great guides which are available here. Yes, it takes time to learn it, but it all just depends on how much effort you put in it.

Oops I see why you think they pay only $2/hr. Sorry this is not my cup of tea. I have had a friend who used to work as a ppc expert in a company, but I don't think he used to get very good salary.

How old are you? Why don't you take some free programming courses (no offense, but I don't think adwords will make you a millionaire if you work for others)? Let's say, javascript and nodejs. Or php and wordpress.

It will take you a few months to be industry ready, and trust me; you will thank yourself later for taking the time.
