Still Google Rejected My Reconsideration Request
Can anyone help Me to fix this penalty??

Hah, a year ago, the same thing happened to me. I basically had to remove all of my content and post new content. I submitted a reconsideration request and it was approved a few days later. So, requests work if you make sure to change everything and make sure everything is inline with the guidelines.
