I got charged back on paypal and it was a gift

You have more than likely lost the balance and whatever the chargeback handling policy is in your country.

Paypal problems get solved on the phone much quicker.
 
I called them they said they're checking his account for fraudulent
activity

I get chargebacks at least a couple times a week (high volume), I don't even bother with them. Accept liability and move on. Unless you know this "friend" well, and it truly is something fraudulent going on, you can try calling PayPal. Is this an E-friend or IRL friend?
 
It was a online agreement I'm done with paypal since my balance is positive again.

It wasn't charged back. They stopped the payment because they thought the account was used fraudulently, they checked, it wasn't so they released they payment.
The sender was trying to reverse the payment by saying his account had been compromised but when PP investigated they saw that it wasn't.
That's what it looks like to me anyway.
