Is it the warning saying you have to wait 60 seconds between posts?

I get this sometimes but only because the post has been sent twice according to the server but the first one got through anyway

Hey, I am getting this too. Real sensible posts. Nothing unusual. I just keep getting 'flagged up our moderation to protect our society'!

I can't post anything!!

yeah I get the warning too but not about to wait 60 seconds, my warning is about I cannot post a thing which is break the rules.
