I found a brandable .net domain name on expireddomains.net and I really like it, but it has a 4/17 spam score. Will I be safe if I delete all previous backlinks? (Not purchasing the domain for backlinks, just trying to get a brandable domain)

Depends on what you intend to use the domain name for. Do you want to resell it or use it for pbn. The answer will help experts better advise you

Neither, I want to start a blog with it for a long term project

Then it depends on how you intend to get traffic to your blog. Seo or social media. If by Seo then the spam score matters. I am not an expert though.
 
"4/17 spam score" Doesn't matter, It's just a Moz stats, not Google. Most of Spammed Link in Shown in Moz has Never appeared in My Google Webmaster.
 
.net brandable ? think before you buy.
 
Check the backlinks with Ahrefs, if they are all good then buy it.

.com and .co are usually more appealing when it comes to branding over a .net or .org
It's ultimately up to you and is also dependant on your target audience.
