May be the first you tried with PBN are with much quality and relevant to your niche where as the content is unqiue and ofcourse its a spam free site,you need more research on your second site and focus on -page SEO and build links on quality not the quantity stuff..keep on tracking..

Google has a random shuffle in its algo. This means you can take 5 similar sites, follow the same process for each one, but in the end they'll all rank differently.

the pattern isn't obvious, that's where seo is hard.
