If Google hasn't updated Pagerank for a while then how are PBN's still being built?
 
Same question here, not sure how people register domains and buy hostings without PR......
 
They don't research by PR anymore. You look at the link profile manually. You can use other metrics like Page and domain authority, but these can be inflated too easily.

I'm curious to know if there's any other way to determine the strength of an expired website without the PR nor link profile. What about rankings? The website does stay in the serps for a while even after it's expired, right?
 
PR is just one of 100+ factors that determine how strong a backlink is
 
If one cares about PR, they can check the last known PR of a domain, and then the current link profile to see whether it has deteriorated significantly since then...
 
There are lots of website quality stats that you can check to see the quality of a website; Moz, Majestic, Ahrefs, SemRush all have their own set of proprietary stats but you can also use backlink profiles, social shares, domain history.

PR is still a usable metric though IMO, just that it isn't the be all and end all that it once was. Used in conjunction with other stats it can be a useful metric.
 
There are more factors to check the quality of the PBN domain like it's TF, DA and backlinks.. Also these are the important factors to check the quality without considering PR.. You can also check the domain quality through webarchive by checking the previous strength of the domain before it gets expired..
 
I think based on page authority/domain authority and trust flow/citation flow!
