When you have an email list, then spending money to find out which of those emails are valid will cost you more than what you spent on purchasing or gathering (generating) the email list. Apart from that there will be time involved to check if the emails are valid or not. That's why when someone has an email list then ideally emails are shot out to all the emails in the list without bothering about some of the emails being invalid.
but the problem is that it will be high bounce rate, and the smtp will be suspended, even some email marketing account will be suspended easily, no matter personal vps or commercial smtp, validated email address will decrease the bounce rate, and inbox rate, right?
no, it's email validation process, to eliminate bounces

I already made a tool to verify large email lists, maybe I should make it public?
There are tons of open source tools, it's just needs to be a convenient service, and scalable for user.

That's the difference between building a sustaining long term business, or just sending a one-time mass email.
And the issue with doing it on scale (or building a SaaS about it) is that you have to beat the current market price, which is $ 0.002 per Verification (here)

There are many new domains appeared everyday and it's quite hard to connect and verified them. I think that's the point to make this service is not cheap.
