Okay so I need a tool that will detect the country of the user using it ip address. Then if it is the one I want then the user will be redirected to the offer. But if it the user is not in the good country then tell him that the offer is not available for him or her.

Why?
actually I dont want that my audience get redirect to some scam offers like YOU HAVE WON 1000000$ while its not the offer that I proposed to them. so they will unsubscribe thinking I am scammer.

You can use tracker like Voluum or if you use prelander(wordpress) install some plugin which redirect the traffic by country.

You can use geotargetly to send traffic from different regions/countries/states to separate links with a single short link.
