It is very common for new channel. Keep posting shorts but don't post too much.

It is normal for new channels to have inconsistent view counts, especially in the early stages.

Even old channels can get shadowbanned. It is best to avoid doing anything that could put your channel at risk of being shadowbanned. You can get an old, monetized channel.

It can happen to new and old channels, make sure you tagged the short well, and continue uploading, is too quick to say is shadow ban most of the time youtube does this or maybe the thumbnail did nto call people attention, continue uploading a little bit more.
