I don´t understand CTR / CPC in facebook ads

Hello!
I don't know if anyone can help me with these numbers.

I have created two ads on Facebook and when I see the results I find some contradictions when it comes to determine which of my ads is better.

Ad 1- CTR: 1.04% CPC: $0.16
Ad 2- CTR: 2.03% CPC: $0.23

How is it possible that an ad has lower cost per click and worse CTR? Isn't the higher the CTR the lower the CPC? What is supposed to be considered in this case the CPC or the CTR?
