As @Kinetura mentioned, they could be part of an MCN, but I have found through research and contacting channel owners that this can be rare. My guess is once they got monetized, they have been safe without getting much heat.

I am more than happy to analyse the 400k channel in question if you wanted to send it over. I can usually work out how they are monetized or working around it.



I have done the same in the past and gotten monetized easily. I am just advising what I can based on the OP's issue. Without knowing the content or quality of the video, I can only be broad with advice.
