i closed a previous adsense account can I open another?

I Closed the previous adsense account that i had. it had my bank and address associated with it.

now can i open a new adsense account under a new email but with the same address and bank?

i know they will send pin. i can wait for that

No, you can't. If they will approve your account at the start, it doesn't mean you will be approved after you reached the first payout goal.

Edit: Sorry, I got this wrong, I thought you were suspended by AdSense.
 
Yes you can apply for a new account if you deleted your account and you were not suspended.
I read this on adsense forum sometime ago was said by so called "adsense experts"

Absolutely right, but if you've had a youtube channel linked to your old AdSense account, you can't relink it to the new one. So you'll lose the monetization of that channel forever.

why you can't relink?
ofcourse u can re link a YouTube channel to any adsense.
there is an option called change adsense.

yes good thing i did not get suspended.
one thing though this adsense was connected to a terminated channel.
so although i could link a new monetized channel with its own email to this adsense i didnt want to risk the new channel getting suspended too since a previous channel was suspended.
however adsense is in good standing without issues for years, only that i had a terminated channel.

what i decided is to do it safe way.
close old account. Make new account and re verify the pin for this new adsense and connect bank.
then i guess i can safely use fresh channels on this adsense.
any thoughts?

According to adsense policies you can have only one adsense account and since you were not banned but you deleted your adsense account you can apply for another account with the same address. Just use a different email address and you will be fine.
