That's not your wordpress login. That's your control panel login (probably Nginx installation). Once you enter your login credentials, your wordpress login page appears.

I already tried using my login credentials but it's not working. It happens after I cleared my browser cookies.
Now I need to go to my cPanel and access wordpress wp-admin from there

Have you tried opening in another browser and device?
I had this issue when I installed my site on Nginx or Litespeed. The login page first requires control panel login. It could also be IP block from security plugin. You should try to identify the problem to solve it.

I already uninstall my Litespeed, tried Edge but still that popup showing up

Check your .htaccess file and make sure to replace everything with default htaccess

Can I use the htaccess from fresh wp files and replace it to my site?

Take a backup of your htaccess file and delete it. Wordpress will automatically generate it. You can also manually create htaccess file.

But I can still access it using cPanel from my hosting and just clicking "login to your wordpress".

They probably changed password and placed their ads. Did you save you your logins on your browser?

Yes, I use my cpanel to access my wordpress admin. But when I use the domain/wp-admin that annoying popup will appear. I already changed my password and tried to login it on the popup thing but no luck. There's no error, it's just keep on coming back
