I can't do PPC

1. I have a website & I have $2000 capital for marketing purpose.
2. I want fast traffic from PPC (Google Adwors, Bing etc, FB ads).
3. But G.Awords, FB Ads, Bing etc, flagged my account. Based on my niche, its almost impossible for me to running PPC through search engine marketing without my account getting banned/flagged or the ads won't get approve.
4. I really really need fast and super targeted traffic as much as possible.

Do you guys have any other idea or option?

If your niche isn't within their TOS then obviously they'll ban you
