I have 3 Facebook pages already, i tried creating another one but it won't go ..what can I do to solve the problem

If all the Facebook pages are associated to you or your email you should change users, names, etc. because Facebook is already seeing an irregular behavior so it limits you accounts.

may be you using same verification account ...which was used for some other fb accounts.....try to login with different accounts

Need some more details. Do you get any information when you try or is the button to create a page just hidden?

I think facebook is already restricting your account. If those 3 pages are connected to one facebook account and doing suspicious activities then maybe you are already on their watchlist.
