I have been on the forum since 2017 and cannot write personal messages by a user of this forum. Why is it unavailable to me and how to fix it

Because in the 5 years since you registered you have made 2 posts. Or 1 post every 2.5 years and in all that time apparently never read the rules.

You need 15 posts to send a pm. So, at your current rate just another 32.5 years to go!
