you can do two things, one is to change or create a new account, and the other option would be to contact the support team for this issue
 
If you can't verify three or four times, then the only thing you can do is change to another account, that's the fastest way.

I am also having the same problem every time I add a card to my new account

Bạn xác minh một lần, nếu không được thì vào mục chỉnh sửa và nhập lại cvv của thẻ đó. Tôi đã làm và thành công.

Check the card conditions
Use a credit card or international debit card from a major bank: Vietcombank, ACB, Techcombank, TPBank...

Do not use virtual cards, prepaid cards, or cards from e-wallets (Momo, ZaloPay, Cake...).

The card must have the same name as your Facebook account (or business account if you use Business Manager).

This happens when Facebook still finds something wrong, even if your card is real. It could be:
  • Card and account details don’t match
  • You're using a virtual or prepaid card
  • Too many failed attempts triggered a review
  • You're using a VPN or flagged IP
What you can do:
  • Use a real physical card with the same name and address as your FB account
  • Don’t use VPN or proxy
  • Try a different browser or device
  • If it still asks for verification, contact Facebook support—they can help fix it manually

You should change your account or add another card.
 
Use another network IP, replace another social network account for verification, in the card name section, enter the correct cardholder name.
