Yes in most cases that is correct.
Its probably your website layout, content, structure, internal linking, coding. A lot of times this is what holds peoples websites back. For example I just ran a test on two of the same wordpress websites and over the course of the past few weeks I could make them change rankings by rotating the theme and nothing else.

Two months is nothing for competitive keywords, I started a site nine months ago for a high competition keyword and have only just reached the first page. It can take time, even over a year, just keep plugging away, don't forget to explore other avenues too, keep building up your online real estate and in a year you will be smiling.
Ditto what everyone else said, plus I will add, links within topic related content are an important factor as well. I don't know the math, but I would guess that if your website was about dog training (or collars or kennels, etc), a link within an article about dog training would be 100X more effective than a link within an article about skydiving.
Do you just ping the backlinks? If so, how long after posting the backlinks will you ping? Do you save ALL your backlinks to a page for later pinging if you don't ping straight away?
