I cannot create a thread in the "Joint Ventures" section

I have 50 posts and I have been registered for 30 days. However, I discover that I am unable to create a new thread in the section. EDIT: I am also unable to post in that section.

I intended on creating a Joint Ventures in the upcoming days, but it seems I am prohibited from doing that.

Could any users provide me with some insight into the situation?

I viewed another thread by an administrator or moderator and it stated the same thing. I am able to create a thread in the section now.
