I can build websites but don't have the front-end creativity to design them. How to handle this issue?

I want to start my own website development agency but don't have the front-end creativity to design them from scratch. I already build, manage, and hosting a few client websites but I've have been relying on already existing site templates. I would like to start offering custom websites to more premium customers would this mean I would have to hire a freelancer to design the website? if so, where do you guys suggest me to look for one that actually designs from scratch and not just visits and copies another website layout? Any suggestions or input would be appreciated
 
Honestly, you probably do not need someone who creates every design completely from scratch. Truly original, trend-setting work is usually produced by top companies with huge teams of world-class designers and massive budgets.

Most designers start by collecting references and then combining ideas from different sources. That is completely normal. The difference is whether they thoughtfully adapt those ideas to the client’s brand or simply copy one website section by section.

If you hire someone, focus on their portfolio and look for versatility. Avoid designers who make every website in the same personal style, since your clients will have different needs and preferences.

I would start with a small paid test project. It will show you not only whether they can design, but also whether they communicate properly, meet deadlines, and handle feedback. A great portfolio means very little if the person is impossible to work with.
 
A lot of the time clients will show you example of sites which they like, which you can use as a base to build up on top off.
