Nowadays it is hard to find a good public proxies, especially available for free on sites widely available. If you are already up on this page, very quickly they will be "overloaded" by a wide range of users.
The way to get good public proxies for free - I do not know.
Way for little money - a port scan, but you need some knowledge of the subject.
Way for smaller or bigger money - paid subscription websites providing such services - too heavily on sites offering good public proxies even for a fee.

yup - port scanning - been doin it since 2003 but no1 will
