Many are advertised at Web Hosting Talk. There are other places where the hungry hosters advertise and give deals. And always look at BHW marketplace/ Good deals there.

Why was your site reported? Are just doing pure black hat or you are into illegal stuffs? For black hat, an offshore would be a better choice. For illegal stuffs, even an offshore host would suspend at some point

Uptime is great as promised (99.9%). I like the speed of upload of my pages. Everything works fine.

Never keep your Domains & Hosting in the same account
Keep them separate for better control.
Just like you do not keep your high-risk domains/sites with your other common domains/sites.
