No, YT will not allowed you for monetization just for short videos or you are getting views from it. First at least create 10 original YT videos and then mix the content.

YouTube will definitely decline your monetization request from watch time that derives from Shorts. You need actual, not reused content that must not be in Shorts to get monetized.

No. YouTube ONLY monetizes channels that have 100% of their watch time from normal/regular videos.

YouTube will not let you enable monetization. Producing original content is one of the requirements to meet. Create something by yourself and also try to slowly move away from shorts in favour of something longer and more and more engaging.
