I think it's better if he get a budget and get an offshore domain and hosting then create a good movie site but he should only do it after doing some maths and see if he is going to make profit or not.

Huh, i know someone who tried that before. It didn't really work well because of the copyright situation. I don't know if something changed but for sure costs more to get rid of the copyright than the actual website
