restrict certain user agents and ip addresses, blacklist free ips (public proxies, free vpns, tor etc.), use captcha which can be only solved by a human (video captcha)

Okay so I just finished writing a pretty good response but I can't post links till I'm on BHW for a bit longer so here's what to do [I had links provided so you wouldn't have to search, but oh well]
I did a quick google search for "wordpress video captcha plugin" and found one that looked solid. I then did a search for "wordpress tor blocker plugin" found a plugin. Than a "wordpress block proxies" and I found a interesting article, google is your friend, make sure you use him.

Add Recaptcha (V2 is best) to your site. Unless it is worth the bot user's while they aren't going to bother paying for captcha credits to register. It is likely that your site got picked up by a scraper & the bot thinks your site is a forum / message board & is attempting to create accounts & post messages, even if your site does not have this ability.
