Ok I have messed with both alot - here is exactly what you do.
I would submit ALL articles to Ezine. While those are pending their approval, then take them all over to hub pages and create hubs. Since they have not been published yet, there will be no issues. Hub pages has no issues if you put stuff elsewhere AFTER hub pages, just not before.
Additionally, make sure your titles are different for ezine and hub pages.
Do not point all your links to your main page. That is not normal, unless your main page IS literally the only page. Point at least 2/3 of the links deeper into your site, but still having to do with the keyword you chose. You are going to have all those ezine articles pointing at your site too so remember that.
Most of the time (its only happened 1 time) ezine MIGHT see that the stuff is on hubpages. I have only had this happen 1 time, the rest are totally fine.
Another trick to hub pages - DO NOT PUT A URL LINK IN YOUR ARTICLE when you make the hub. It will get flagged as promotional/advertising and shut down. There is a links section, do it there or, what I do, leave it with NO LINKS for about 2 weeks. Then go back in there and edit the hub, add the link. Most of the time that will allow you to do that. Once you are more established with more hubs you can put a link here or there into the text and have no issues. Basically with no hub score, you will get your hub deleted if you put back links in and all the time spent working on it is wasted. Anyway, until your hub score is above 70 or 75 cannot remember, all links are nofollow. If you make 40 quality hubs like that, including adding a few things (rss etc, simple) your score should be above that with ease. Then add your links and you are home free.
As a side note, using the same article a few times is totally fine - you will get no penalty. Around 10 times or so the value of the links starts going down. You can get around that by altering the link text AND chosen link sentence and the actual URL target page. This allows the article to be used about 20 times or so in total. Stats on this - I dont have any, but I have used this method and gotten sites ranked in top 20 for keywords no problem - so if there was a penalty, it did not affect me.
