If you're able to use socks (you can do this with firefox for example), i'd recommend checking out the proxys area of the forum and seeing what vendors they recommend.
I have been using HideMyAss dot com and one of our BH members has got a Glype proxy at
proxy dot lolzblog dot com that I use to download rapidshare files with.
