Anyone noticed that html sites seem to be getting some sort of ranking boost recently?
HTML websites ranking better than Php etc

I think you're asking is custom HTML sites do better than popular out-of-the-box CMS templates, like Wordpress etc, etc. I have mixed feelings, I think it depends on the niche and what the site's goals are for. If you're just setting up PBNs or small affiliate sites then nothing is really too bad with going for an out-of-the-box set up. If I were making a large investment in a money site, however, no way in hell would I go with Wordpress for example. I feel that in hyper competitive niches having a site that doesn't look like a template to Google is helpful in some ways as well.

All that matters is how you structure your website and the code you put in it. You should strive to make the website as easy as possible to be crawled by the bots and by crawl I mean the bots reading your code and understanding your site structure, so you can properly rank for what you want. By default, HTML has more freedom in this regard, because you are not limited to using a drag-drop system like WP and all the flaws that its core system comes with it. This is the reason why sometimes custom HTML sites do better than WP ones, not because Google favors them.

Well site speed is a factor for seo plain html sites = faster.

You can use Plugins to make Wordpress generate HTML-Sites from your PHP. I would rather says that the better ranking results from page speed. I would worry more about bloat of plugins and unscaled images and js plugins loaded then PHP or HTML.
I think it's about the approach that website builders have; if it's to get a quick and easy site up, WP can be a pretty good option, rather than a static straight html website, although inevitable for some with sites that need a lot of updating. So it may reveal a bigger effort by static website owners and therefore rank better for that reason, or also for that reason. Especially of shortcuts are taken to fill the dynamic website, a straight html website could have a better density and relevancy. I personally prefer a straight HTML website anytime, unless when I have too much content to handle with too many updates necessary, and, maybe, a less important website. That's my personal experience.

Not quite. If your site is HTML but hosting slow af then it's bad effect for seo. So back to the page load thingy.

In the end, everything is HTML because that's what is rendered and that is what you use. The reason behind using PHP is to help you to connect to the database and store your data. It all comes down to how well your website is optimized and how quickly they are loading.
