Hello!
1) There is a website - feelontop.eu. Aimed at Latvia.
2) The site has 3 language versions - Latvian, Russian, English
3) Website on the .eu domain and hosting in Amsterdam; in general, these factors have no connection with Latvia.
4) Set hreflang: for Latvian “lv-LV”, for Russian “ru-LV”, for English “en-LV”
5) Site in the Google index
Problem:
When I go to Google and in the toolbar and select “Show only in Latvia”, there is not a single page. If you look through the site: operator, then without a filter by country it shows, as soon as you apply the filter, then 0 results.
Question!
1) hreflang does not work?
2) How to force Google to see a site with the “Latvia only” filter?

But I am seeing the pages of your site are listed when the above filter is applied from toolbar. So the issue seems resolved or is not there. Try checking in private browser and also make sure you have no other filters applied.
