You can use hreflang or sitemaps for language - or region-specific pages IF you have multiple versions of a page for different languages or regions. If you don't have an equivalent page to other country, then your hreflang won't work at all.
Okay, so if they only have this domain and are only targeting UAE then I don't need a href lang tag at all?
I'm just wondering why they are being found on 4k+ keywords in USA and only ~300 in UAE, when traffic from US is irrelevant.
I assumed it was because hreflang was EN-US.
So far I've just changed in GSC to set targeting towards UAE.
You don't need href lang if you only have 1 website.
As for the targeting - yup you can change the targeting on Search Console. Also, you may want to create a localized content (arabic) to gain local visibility for UAE since your TLD is .com and not .ae which is another factor.
