There are no panels (or very few that I don't know) that have stable views at the moment due to yt update

Main method that all suppliers were using was patched. Can't go in details but it consists in sending real traffic to the video, which now is detected and not counted in Youtube. Or it's counted in some cases but there are always drops after 24h.

i bought some views from seoclerks the other day and they seem to have stuck but the retention was terrible, only about 30 seconds. I need at least 10 minutes retention so if anyone does know of a panel that is still offering HR please let us know.
30 sec is shit. If you use this on your vid lol you're killing it

Number of views I would take depends on how long your retention is.
I used it on a new video that wasn't ranking anyway just to test it out.
