How youtube make a comment "top comment"

Hello,taking a look at some youtube videos,i have noticed that there is a complicated algorithm for top comment.
for examople,the comment posted https://www.youtube.com/watch?v=g5PYLMpgldY&lc=z123jjwqbuemildp004cix3hfv3ygn2rr5k ago,with 23 likes,and without comment, is the top comment,and another comment,posted 19 hours ago,with 53 likes and 6 replies is the second top comment.
So on what bases youtube determine the top comment?
