Hello guys How you filter user to follow them? now i don't follow user who following more than 2k
is that enough? or i have to filter them more like last time they posted or follow ratio

Depends on what people you want to get. You could as well go for (that is a more general option though) "follow users who like the posts of your source/target"

Also, you may follow only those who have y posts with x likes.
