While I agree that you have to be careful not to over-optimize, Surfer is a great tool for helping you find out what types of content Google is including at the top of the SERPs. I mean it seems like common sense, and you can find this info without SurferSEO, but I use it because it scales and helps me speed up my process. You can include common words and topics that are most relevant to Google, which is just logical, to be honest.
It's when people just stuff keywords and the NLP suggestions nonsensically that a tool like this is spammy and silly to use.
Google has already decided what type of content is the best for this query, it only makes sense to build off of the topics and words included in the best-ranking articles. Or you are starting at a disadvantage. I'm not sure this is great for the internet and providing unique information though. It's pretty rare that Google changes its mind on the general intent of the top results.
For example, a dentist + location page you want to rank should probably include information about the community, specific dental services like dental implants, cosmetic dental service, general dentistry, restorative dental services, sedation options, kid-friendly, hours, and same-day appointments? Etc. etc. --- In my experience, if some of these are missing then you are at a disadvantage. And while each of these services should have its own service page, the root keyword (dentist + location) demands that you have these included (most of the time).
