How would you go about developing this addin for outlook

I need an add-in for outlook 2016 that will automatically send one of the several pre-written emails (Saved as text files) to any email address throw at it. Should I whip out visual studio and create a new add-in or is there a way to get this set up in outlook using Quick Steps. Any light you shine on this will be very much appreciated.
