How would the Proxy help?

I want to use proxies or fake traffic to go to a cpa offer, then I would have real people sign up for it (craigslist in a sneaky manner), so the conversions aren't high. Does anyone know where I could find cheap traffic? (50-100 traffic, not in the thousands)

Also, anyone know how you would use proxies to make it look like the cpa offer is being visited by american people, etc?

You need US proxies of course, they should be on dynamic IPs not static ones.
The useragents should be unique, browser language set to en-us.

You need a believable CTR and sign up rate.
