I saw a video recently where an SEO expert at link love i think, was talking about creating an automated blog network made of around 700 sites. The guy was pretty vague though.

Any ideas on how you would start this?

I've built multiple networks, and currently own over a thousand sites, and I'd be vague as well, unless you paid me very well to consult. This kind of knowledge is hard-earned.

Bottom line is, you'll end up needing some custom management solutions, and you'll also come to hate WordPress/SQL CMS's because of all the updates/security/server loading issues. And you'll also need some SERIOUS inbound backlinking, as interlinking networks now is very risky because of footprint.
