How, Where should i start blogging?

Self-hosted Wordpress (NOT wordpress.com) because you have more control over your website.
As for where to start, here's a post I've made a few months ago which can help you figure out where to start:

Here's a file with over 1900 keywords (topics) you can choose from to blog about, that you can make money with. Any of these topics that calls out to you just pop them into Ahrefs to find low competition keywords that you can focus on in the beginning:

With Wordpress.org. Blogger is not flexible enough. Pretty much everyone ends up migrating after their blogs take off
