You could try reviewing your search terms and audience first. I've seen campaigns improve more from refining targeting and matching the landing page to the ad message than from constantly changing creatives. Also, make sure the page loads quickly and has one clear call to action.
 
Advertise on BHW
Fix low CTR by making your headline target the exact problem, then align your landing page directly with that ad.
 
One thing that helped me was testing different angles in ads. Same product, but a different message can get a better response.
