I know it was done in Wordpress, but was it custom built by HTML/CSS from there? Or does it rely on plug-in? There's even a feature where the members get their profile, can comment and post things etc...

How did you get the info about the plugins he used? Just experience or is there a website where you can find this?

Just view the source code and you'll see the theme and most plugins used.
