How to warm up Amazon account without getting banned?

Hello,
after my main Amazon account was blocked, I'm trying to set up a new Amazon account. Amazon doesn't seem to be interested in new customers, so my newly created account has already been deleted.

I had created the account in a new browser + VPN with my real data. I only gave a different delivery address (with my name) because I live somewhere else during the week). For this I had deposited a bank account and a credit card as a means of payment. Both the account and the card are real and mine.

Then I placed an order for about € 40. A few minutes later my account was restricted and I had to upload a credit card statement. I did that.

Then a gas, water and electricity bill was asked for. I did that too, but the billing was rejected twice for no apparent reason and now the account is blocked.

I do not understand what Amazon blocks accounts and why the verification is so strict. Do you have any tips on how to get a new account up and running?
I had already considered buying an old account, but I think the account will be blocked quickly as soon as I change the account information on my data.
 
They want real seller on the platform hence the strict verification. You should start fresh with a new browser and clean IP (home internet that has not logged any account before). Would not recommend using VPN. Buying an aged account is also an option if you can spend thousands for one.
 
They have just accepted "authentic" sellers. You should begin with a completely clean IP
