How to verify someone email subscribers

Hi, I'm in the process of starting an email marketing campaign and I plan to utilize a few companies email list within my niche. One of the companies responded and said they charge $2,500 to send to their 250,000 subscribers. Now I'm not sure if they really have that many subscribers, so I want to know how to ask them to verify their email subscriptions, analytics, and opt-in rates as a professional.

Also, if you had a product and/or service, what would you consider a good price to promote to someone else's email list?

How many subscribers would you pay per $1000 spent?

Now, I know you might ask if it's a buyers list. Yes, I know a small fraction of people who paid the company, but I'm not sure about the statistics.
 
I for one would never email my list for a flat fee. It's too valuable to me. I know industry standards are about 30 cents per click. I could be wrong... been a while since I bought solos... but I have made good money with them in the past. So you should expect between 7500 and 8000 clickthroughs.
Do you have any idea how well your optin/offer converts? I'd test small and split test small for a few rounds before going big. Ultimately you want your upfront one time offer to pay back what you paid for the solo ad. Test, test, test. I personally would at least want to break even after all is said and done.

Ask them how they verify that your advertisement is acceptable for them. It will give you an indication of the quality of list.

I've never split test before and I'm offering a service to people within a unique niche industry. I've been able to make a steady 5-10k per month utilizing instagram and referrals for the past year. My conversion rate is about 75% from referrals. My objective now is to use other marketing methods that I have stored in my mind that I haven't been implementing but I'm sure I can make 100k per month if I can manage to bring my ideas to existence.

I need to learn more about split testing and email marketing because I'm not currently utilizing those core fundamentals to generate revenue.
 
atomic email verifier? or use SMPT server to check it, u can install tracking link to it as well.
