Unfortunately Google really doesn’t say how this is done. They do say that some businesses MAY be eligible for phone/email verification. Also, some business MAY be eligible for instant GMB verification through Search Console. They do not provide any definitive answer on which business may be eligible for this nor how to find out.

not sure how exactly either. knowing google, probably various things such as age of maps listing, amount/age of the reviews, your geoip.
i was at a clients office last week to do their gmb set up
i registered a brand new gmail to create the business.google.com page and proceed to do verification, expecting to tell the owner they'll get a card in the mail next week. instead it simply asked me for a phone number and we finished in a few minutes.
